Iberdrola Electricity Connection Fee

Hello all
We have a plot of land at the top of Calle Hollanda and have been quoted €10k to connect electricity! (not inc provision of meter and property side connection) This sounds ridiculously high to me for an urbanisation. Does anybody have any experience of this and how do I challenge this price?
We were let down badly by the original construction co. and are now trying to build something ourselves but are really struggling.
Any help greatly appreciated.
