Hello. The wording is somewhat not quite terminology correct. Greetings/Hello from the Mayor. May also read an elders card/major card? Then it goes on to state/ask your name and ID number, then waffles on about a lot of nothing really. However you have covered up the middle with I presume your full name and address?, plus other details? Is there a contact telephone number that you have also hidden underneath the middle part of the envelope? If so forward it and I will gladly telephone them for you. Lets see who answers?!!!!!!!!!!!!!!!!!!!!!. The envelope is also stamped the 12th February so you have also had this nearly a month, to reiterate what is under the part you have covered over? It's asking you to register for the Valencia Region seniors card.

"The Senior Citizen's Card is launched in order to offer senior citizens who request it, a series of advantages and discounts contained in the Catalog of Services and Benefits. It is valid in the territorial area of the Valencian Community." Here's the official document
