I anyone able to guide me on how to obtain replacement  certificado de registro de Ciudadano de la Union (green card)? I have been on the Alicante Extranjeria website to try and make an appointment (cita previa), but cannot find a category under which to proceed. Grateful for anyone's experience on this. Thanks

The category is POLICIA-CERTIFICADOS UE, but the online system has been out of action for several months, so you'd need to go to a national police station in person.

The procedure is covered in my residency guide:

I personally wouldn't bother. Wait until Brexit happens and then apply for a TIE along with the rest of us.

Hello Jim. Thank you for the valuable information and the update on their system. One more question please; is extranjeria now seeing pople without a "cita previa", as they were not back in January? Alicante will be my nearest office.

Sorry, but I've no idea. Best guess is that they are probably short of customers due to the online system not working.
