Waiting on authorisation from AESA for commercial drone operations I received notification new documents were available. Ignored that for a bit. Few minutes later I received a government email. Agencia Estatal de Seguridad Aerea have left a document in your Carpeta Ciudadana. 

Carpeta Ciudadana - The citizens folder is a web portal that allows you to view areas in relation to Public Administration.

So In went there to find my document. It’s log-in using your electronic certificate or Cl@ve (text code).

I logged in. Found my document signed for it with my electronic signature. Downloaded my document. I now have 10 days to respond to AESA from the moment I signed. I can upload a new drone safety study and test flights through another web portal. The procedure before involved a lot of posting and registered mail.

I went back for another look at the Citizens Folder. It’s a central point for dealing with all government departments. Change of address, get a new padron. Upload it to the Citizens Folder wait a few days/weeks for the system to update.

Then you can change your vehicle address, license etc with traffico. Somebody asked how to check a vehicle is in your name, this is the place to do it.

Theres access to the Agencia Tributaria from the portal and anywhere else the Spanish government are using your personal information. 

The Carpeta Ciudadana is only available in Spanish. It’s handy to be able to change details with government departments avoiding standing in a line with an armful of paperwork.

If you have electronic ID and some basic Spanish you can go have a look at your details. The portal works with IE, safari, chrome and FireFox. Some of the other governments site available through Carpeta Ciudadana still require the older version of IE only.

Excellent post, and I hope you'll soon be droning on!

This was on my list of potential guides - I may not bother now.

It's potentially a very useful facility, for example to do a bulk notification of change of address. You can notify an address change to AEAT, DGT, INSS, TGSS & DGP.

DGP are the national police, and this is the only facility I've found where you can notify a change of address for an NIE.

One thing I've yet to establish is whether it will also change the address for a residency certificate.

Unfortunately some of the changes you notify will only alter the contact information held by the various state agencies. For example, DGT will update your contact information, but won't change the address for your vehicle or license.

DGT used to update the address for your vehicle with an email containing the log book and a recent padron. I imaging it’s still the same. They posted the new log book out. The Spanish license has no address on the plastic. The address is changed by contacting DGT after your padron has populated the system (up to 3 months). 

The address on the residency certificate can be changed with a copy of the padron to the national police.  I don’t think you get a new card without a personal appearance. 

Sorted my AESA problem. Ticked the box for night flights. That requires an extra safety study and test flights at night. Have asked they remove my application for special operations from the authorisation.

In Spain and the UK you must have authorisation to use drones for any commercial purpose.

This Spanish system of electronic communications is good for me. Saves a lot of time. I emailed the training school in Madrid they advised I could submit additional documentation or withdraw my night flight request. A letter in Spanish and original test flights and safety study submitted. Should have approval for commercial work within 10 days.
