Tourist licence confusion

... sale "with tourist licence"? We have an apartment in the city and have been told that we will not be able to get a licence even though we are ground floor and there are several apartments in close proximity which have licences. I've more or less resigned myself to the fact that we cannot obtain one but can anyone clarify the ever changing rules please
