Can a local Spanish notary office process Spanish residency document formalities?

Hi All, 

Hope you are not suffering too much from the the flash flooding.

Can anybody tell me if a local Spanish notary office is allowed to legally process Spanish residency document formaltiies? 
If yes, how much does it cost (per person)? 
From start to finish how long does the process take? 
I understand that the legal requirements are forms of identification, official Spanish translation of ones marriage certificate, Spanish NIEs, valid S1 health care forms, Spanish property documents, copies of ones Spanish taxe invoices, recent Spanish Certificat empadronamiento and a recent copy of ones Spanish bank statement.  Is a local police statement for code of good behaviour also required? 
Does one require a Spanish translator?

What stage are you at? Are you a EU or non-EU citizen? Do you already have a visa if you are non-EU? If you have the visa already are you simply applying for the TIE?

Notaries, and any nominated person, can apply for you if you feel you can't do it yourself and there are many companies doing this. If you already have a visa lots of those things you mention should have already been submitted. If from the EU then you don't need those things nor do you apply for residency.

The first question usually asked on this type of query is which passport do you hold?
