Where can I get legal clarification?

Hi All,

Without notification the City Council has suddenly proposed a new project to change and modify the construction infrastructure for the streets and want all the residents to pay for it.  Not all residents have been informed.

Old legal City Council documents do not mention any changes or modifications.

Since all the old streets were originally legally assigned to the City Council are they therefore automatically legally responsible for all the changes, and therefore all residents are exempt from all payments?

A city council would ask residents to pay for street modifications to address issues like poor road conditions caused by heavy traffic and parking problems, which can often be exacerbated by tourism. Councils may have to ask for resident contributions if municipal budgets are insufficient to cover infrastructure costs or if they want residents to directly fund local improvements they will benefit from. 

Get in touch with the city council to understand why they are requesting resident contributions and what the specific plans are.

Share your opinions and concerns with your local representatives to make sure your voice is heard.

This would not be permissible by local authorities in the UK. All 'adopted' roads are the responsibility of the local authority (unless these are private roads in which case not adopted) - this may be different in Spain but it seems unfair as residents cannot control who uses the road including heavy vehicles.
