...at the ongoing SIP card has to have an up to date Padron for it to continue to work, as the Padron triggers the Govnt. funding for services. Its a pain to keep renewingit I know, but last time we were in updating it we got the person to sign us up to CL@VE https://clave.gob.es/clave_Home/en/clave.html which we believe will let us renew it online going forwards🤞

Confirmación de residencia para extranjeros no obligados a renovar su inscripción padronal cada dos años | Ayuntamiento de Alicante

"Se realizarán comprobaciones periódicas de la residencia en el municipio de los extranjeros que no tienen la obligación de renovar su inscripción padronal cada dos años (ciudadanos de la UE...)"

Estas comprobaciones se realizan para los ciudadanos extranjeros comunitarios:

Cada dos años si no están inscritos en el Registro Central de Extrajeros (RCE).Cada cinco años o más, si están inscritos en el Registro Central de Extranjeros (RCE).------------------------------

My guess is that I was chosen for a random periodic inspection when I should not have been (because I am on the RCE it should be five years) and for some reason they determined that I am no longer living here. 

BTW I also have a CLAVE access - this allows you to request that an updated padron certificate be sent to your home. However, there is no legal requirement anywhere that says you should have to renew it every 3 months just to keep your SIP card active - sounds like a mistake is being made with you also.
