Oh dear ! I also had a flood from the upstairs apartment last October. Luckily my brother decided to take his kids on vacay and told me there was a problem. I had to fly in from Aus to get the ball rolling. Still trying to get it fixed up. Sabadell indurance told me they had paid me out...473 to replace the bathroom sink cabinet and €61 to repair and repaint the bathroom ceiling and the the bit in the adjoining bedroom and hall that also suffered water damage! €61? Can you even buy a can of paint for that ??

Hi cat, and welcome to the Forum.
As you say, No keyholder and and No Insurance leaves you in an awkward situation .
Is there anyone within your Apartment block, or elsewhere that you can trust to allow access to your Apartment ?
If yes, then it could be possible to ask them to arrange with a local Locksmith to provide entry and the person acting on your behalf could then relay ,back to you , the extent of any damage to the interior of your Apartment.
Maybe they could then arrange any temporary repairs , as required in order for the property to be left in a satisfactorily condition until such time as you are able to visit it yourself.
My feeling is, Emergency actions such as these would be permitted under present restrictions on movement .
Payment for these Services would, of course, need to be made remotely from your present address.
Best of luck.

Good advice from LeckyLes. As the weather starts to warm up condensation, damp and mould will start to cause problems unless someone can get in and get it dried out and possibly the best people to sort it all out would be a property management company who will already have trade contacts.
