I've only seen it used in the context that the sales agent is running an advertising campaign, which is a bit superfluous as that's what they do anyway. Being cynical where some estate agents are concerned, perhaps they're vigorously advertising a property they're struggling to sell.
If you want any other ideas, give us some examples.

I agree with previous comments and would recommend a estate agent doing the search for you.
I used www.spanishpropertyteam.com and was very happy with their service.
Good luck

This was hidden in the samll print of a property I was looking at:............Property subject to campaign Campaign Conditions The properties selected for the Campaign have been assigned a "reference price", not considering it as a contractual offer, the ...reference price is merely indicative, the bidder must specify the price in its offer who is willing to acquire the property, being able to submit offers both higher and lower than the indicated "reference price", the seller being able to accept or reject said price. This campaign has a limited duration so the offers must be submitted during the 7 days after the publication of the property within the "campaign" being a requirement to have visited it. This period can be extended by an additional 7 days if there were pending visits requested in that period that could not have been made. The property will be awarded after the completion of the submission of bids in response to the provisions of the preceding paragraph, the bidder who submits a higher price, and in case of equality of bids, the bidder who has submitted his bid in the first place will be chosen. property. The property may, at any time, remove the property from the campaign, not select any of the offers submitted or not to accept the purchase transaction when the internal policies related to Law 10/2010, of April 28, are not met. for the prevention of money laundering and the financing of terrorism. Reference price: The reference price included in the information on this property is not the final sale price but a merely indicative price. As a result of the foregoing, the offeror shall specify the price at which he is willing to purchase the property in his offer, and the seller may accept or reject said price
Very wordy but standard practice really.

Sounds anything but serious to me. Before bidding on whatever a lot of background information is necessary, and which in most cases an agent does not provide.
