I live in Altea Old Town so there is always noise with renovations. This is fine as eventually the renovation is finished and it is essential work. The problem is I have someone who has opened up his garage to do hobby work / jobs where he uses an electric saw and other extremely noisy tools about 20 metres from my house. He pulls his equipment out into the lane to work most of the time. I live in a residential area. He makes noise at any time of the day - morning until night. Also on holidays. One time he was sanding glass in the street. I have spoken to him to explain that I live here and that I cannot hear my television in my livingroom because of the noise. At the moment I am wearing earplugs in my livingroom. Does anyone know what the law is regarding noise? Should I contact the council or would I be better contacting a solicitor? When I bought my house 3 years ago, there was no sign of him. He started about a year and a half ago. His garage is not an official workshop as far as I know.
Hi, noise pollution in Spain is called ‘contaminación acústica’ and in Valencia, for example, the law that applies is the Law 7/2002, 3 de diciembre de Protección contra la contaminación acústica.
Altea town hall should have information regarding how to report the noise. They also have very strict building regs for DIY work and the use of this garage/workshop will be in breach of this. Everyone must have a licence for building work. If the town hall is not interested in helping, then the local Guardia Civil will uphold the above law.
My advice from my ex law enforcement days would be to complete a diary of events and gather other information and evidence that may be required.

Report this to the Council requesting an inspection of whether or not the activities are subject to "actividades molestas insalubres nocivas peligrosas o ilícitas".

I’d also ask questions to find out if his garage is official that way you can determine what your strategy will be.
Hi, I have recorded the noise on various occasions using the video on my mobile phone. I have now sent a report to the council along with 4 video recordings. I am waiting on a noise meter to come so that I can now record the decibel.

Sounds like you have got it in hand now. I was informed by an Alteano friend that the Local Council are very keen to clamp down on pop-up workshops.
