Easiest way is to call in to your local Health Centre with your SIP card.
They can print it while you wait mormally!

What device and browser are you trying to access it on
The link below takes you to the previous page on the website, just click on the section - covid digital UE.
https://coronavirus.san.gva.es/web/ccd/certificado-digital-ue
You just need to input SIP card number and issue date, date of birth, enter the code to prove you are not a robot then confirm Spanish mobile number is correct. You’ll then get a text containing a code, input the code and choose vaccination certificate and it opens on your device.
If you use the GVA app on your phone, you can access the link on that.
