I see quite a few posts about this issue whether it be banks, Post Offices, Town Halls etc etc.
It occurred to me quite a long time ago that you need a completely different mindset/approach when getting stuff done in Spain. When you learn this life becomes a lot easier, and I'm being serious.
You are not a customer you are an interruption. Do not be angry about this, it's just how it is. Accept it and you will find things go more smoothly.
It's important to assume that the bank/shop/service provider is doing you a favour by allowing you to use the service. Get over it.
Once you understand these unwritten rules you can start to play the game and make it work in your favour. You shouldn't have to, but if you want everything to be happy all the time the game soon becomes second nature and effortless.
So as an example for beginners, if you walk into a shop or office and ask if they speak English they will say no. They do speak English but you asked them to so that's not going to work. Rule 1 is to apologise in Spanish for your lack of Spanish.
Once you do this they will speak to you in English.
Another example. In England you wouldn't walk into a bank and say to the cashier "Good day. How are you? Wow it's hot today" before addressing your business.
Here in Spain you will achieve things more easily if you adopt this type of approach. It won't always work. But most attempts at getting it to work are taking you a step away from the person assuming you are a pushy rude foreigner. And if you're perceived to be a pushy rude foreigner you know how that works dont you?!

My advice is don't blame a different country for being different. Embrace it and learn how to make it work for you.
