Hi everyone,

Although I highly agree with the new animal welfare legislation, it's been a long time coming... I've got issues with the blanket ban on all non-native parrots. Just to be clear, I am solely a pet owner of 2 male small parrots (different species) which are not on the previous ban list of 2007 to 2022).  I am not a breeder or pet store owner.  I agree there are serious issues with Monks and Ringnecks but this problem started in the 70s when some of these birds escaped or were let go - nobody knows for sure. The Government should have dealt with this problem then and not 50 years later when the birds have bred out of control (I wouldn't want to live downtown Madrid either).  So now even if you have a little beloved budgie, you may have a problem down the road.

At this time, the new legislation covers all birds, which are not native to Spain.  The government, from what I understand, has 48 months to prepare a detailed list of specific bird breeds or entirety to be banned from the country.  Will the birds already in Spain be grand-fathered into the legislation?  I wish I had all the answers.

Does anyone know of a PARROT CLUB within the Valèncian Community or Alicante Community or Spain in general? I will keep looking or start one myself.  Just think of how many pet birds may be destroyed or actually let go because the owners can't rehome them in another country?  This would be an even worse problem; or try to give the bird up to a shelter, which they can't rehome. I'm not sure the politicians really thought this legislation through or just don't care.  General election is coming up and the ban might appease the population in larger cities, not thinking of the pet bird owner population in said cities.  I'm all for licensing my birds even to microchip them like my dogs.  I wonder if anyone thought of this? Let me know.

We have an African Grey (adopted in Spain). Our neighbour also has a Grey purchased many years ago in Spain. We are terrified. I just can’t seem to find any precise information as to what is required to keep our Peanut, exactly what “authorities” need notifying, even wether he’s specifically banned ☹️

Hi, sorry for the delay in responding.  I will be in València next week and will make it one of my priorities to find the information about our beloved parrots.  Surely there is room for our birds since parrots are now ranked as the #3 preferred pet after dogs and cats.

Dear Julie

Just having read  the messages to everybody i would welcome any further information you have on the situation with the Parrots . I have an Yellow Fronted Green Amazon Parrot  ( Common name Psittacidae ) which we bought with us from the UK two years ago and we have had him from birth 10 years ago. He was bought from a breeder in the UK so i was able to see the aviary with the Parrots to make sure this was not some agent bringing him in on the side. We came over to Spain with the Cites Paperwork Permit Certificate and Cites have a full record of my Parrot in the UK. We traveled by road  as we wanted to bring our large cage for him and i also did not fancy the idea of him being stuck in a hold on the Airplane!

 Cites is a World Wide organisation which includes Spain so i hope that they will also take any action that may be needed in the future?

I found Cites in the UK very helpful as i did with France and Spain  as i needed to know the regulations for these Countries, because the UK could not help me once i left England! 

I hope all goes well with your Meeting in Valencia this week.

I want to know what's happening aswell I've got a 6 year old amazon that I've had from a chick she's never been locked in a cage. She's got papers Dna sex test 

And birth certificate Spain

Thanks for raising this Julie.

I was aware of the legislation regarding PL insurance for dogs (we have one), but have only just been notified of the law regarding parrots.

We have an African Grey we brought from the UK, so he's chipped and has a Cites Certificate, but this is still a worrying situation.

Following the discussion so we can find out more and what we'll need to do...

Has this been resolved? The new animal welfare law comes into force today. The requirement to have public liability insurance for dogs has not yet been implemented.

Regarding pet that are now banned, this was published in the paper El Mundo today:

This prohibition is not retroactive. People who currently own banned animals can keep them, although they must notify their ownership in the next six months.

So it looks like you just need to register them but don't need to get rid of them.

Is it that Spain is purely trying to protect native species by restricting non native pet ownership?

I don't know anything about this subject, just came across the post and yet if my question is true then i can see the logic in their need to do something about a potential issue or to put right something that should have been dealt with in the past.

Interested to understand as i recently saw a poster on the street asking for help find a bird that had ‘escaped’ so I can see how problems arise.
