Hello

Sounds good to me,  especially banning pet purchases to encourage adoption - so many shelters/rescues full of  beautiful healthy animals here just needing a home and some  love, that is a grreat idea.I have visited the Municipal  Anial Shelter in Torrevieja and taken donations, the animals are so happy  just for some to stop & talk to them.

Cheers

Might be worth a read if you own a Dog or Cat:

I think it's a good idea, but flawed. As responsible dog owners we will certainly get our Yorkie registered if that's what required.

My question is who is going to police the irresponsible pet owners who don't bother registering their pet with a vet so are under the radar. It's too simplistic to believe all owners will comply, I remember when dog licences were required in the UK the responsible owners got their licence the irresponsible simply did not bother and that's my concern with this initiative.
