As Sligogent says, depends on whether you are a EU or non EU passport holder as the regulations are very different.
At aged 60 you would need private health insurance to apply. If you are EU and get a job then your social security payments will pay for that. If non EU then the chances of getting a job are virtually impossible unless you have some high skill that Spain is short of such as a doctor in a speciality etc.
Again, you would need to prove you have enough income to support yourself. This is a minimum of €7200 a year for EU plus savings or as much as €28,800 a year for non EU citizens. This is on top of the amount you would pay for private health insurance until you either work and pay social security or reach retirement age in your own country and draw a state pension.
