Your right about the 2 women from the UK going to NZ and then testing positive for covid after several days. However NZ had covid cases before the women arrived, there no special lockdown needed and the 2 women followed all required NZ rules. Hardly something that can compare to travel around Europe! Their reason for travel was a serious ill parent, a reason that is permitted even now between UK and Spain.
The major cause of infection spread around Europe has been travel, that is how it gets around from country to country. I can see why governments are reluctant to start mass travel again until all countries have sufficient numbers vaccinated. It is okay saying Spain has low numbers in a region but what happens when visitors come from France, Italy, Poland, etc, etc. I just wish the EU would get a move on with their vaccine rollout.
