First and foremost you need to report the loss/theft of the passport to the police, the UK authorities will need that as verification before they will act on replacing it, they will not take his word for it.
You don't say where your OH works but if its in UK then although without a passport flying will not be an option with a police report and verifiable proof of ID (UK photo licence for instance) he cannot be refused entry by train or ferry.
As an aside, I always advise people to scan and email themselves copies of their passports when, in case of loss, at least the number and issue dates are easily accessible, factor's which can greatly speed up replacement.
