It probably been swept up by the road cleaners. They do a good service bearing in mind how much rubbish is dropped onto the streets.

You could try and contact the basura dept through the Benidorm town hall. You will get there number off the internet or call in if you are in Benidorm. You might need to speak to them in Spanish at some point.
