Most probably you will not get a license. Give it a try at the "Confederacion hGeografica del Jucar" in Alicante.
Try Antonio Poyatos. He can apply for permissions on your behalf, find water and drill.
His number is: +34 670 90 78 66. I normally communicate by WhatsApp as my Spanish is not that good. All the best.

Thank you. Have you had a water drilled. Is it cost effective. We are currently paying 55 euros per 10000 liters delivery. We can't use the water to drink. So it's bottled water from the shops again a bit of a fag

We had planned to have it drilled, but changed our minds as we were not ready and it was intended for I think at the time for all uses, except drinking, so I can't comment any further, but if you need more info contact Antonio as uts his speciality. Good luck.
