This is a scam operated by spanish gypsies on the benidorm front for the last,from the first time i saw them,30 years
The police regularily try and chase them but with all their lookouts and with the advent of mobile phones they are fighting a losing battle.
As someone has already intimated,stupidity is international and there is a continual stream of gullible eejits to be conned,just observe you cannot change anything it is ,unfortunately it is one of the avoidable ( if you have an active brain) perils of benidorm,like rain and cold water.
