I understand that we have to have made an appointment before the 31st January To avoid having to take a test but the appointment itself can be after this date is this correct?

So it's said but nobody really knows for sure if it will be stuck to or extended into the transition period.
If you need to do it best not take the chance I would say.

It's come up in several threads recently, and I've posted links to the DGT instructions. Register before the end of this month and you then have nine months to do the transfer. After the EU vote on the withdrawal agreement I'd expect DGT to possibly extend the registration date.

Hi Shelagh, I was a bit rushed before. Now had time to find what I said most recently:
The recently introduced DGT system is actually a way of lodging intent. You register that intent with them, and then have nine months to do the deed.
If the outcome of the withdrawal agreement process is successful, particularly the vote in the EU Parliament, then I would expect DGT to change the date for registration from end January to end December.
You can't register unless you're resident, and DGT will check padrón and residency.
