We drove from Spain to the UK, via France, a couple of weeks ago. To enter France, their government website said we needed to complete a French health declaration, which has to be done within 48 hours of arriving in France. Unlike the UK and Spanish systems, it's a printable form, so your son can just print one off (which you can find via the link I've given you) and take it with him, signing and dating it en route. We went across the Spanish/French border at Iruña and weren't stopped, but I wasn't going to risk being challenged for not having it.
The UK's Passenger Locator Form must be done within 48 hours of arriving in the UK and that will be verified when he checks-in at the Chunnel, as will proof of purchase of the required tests.
Will he be returning to Spain any time soon?
