Looking for a builder that I can pay through a UK CIS registered construction company/individual to reform a large villa in the Moraira area

I'm not sure what bearing the UK CIS registered company has to do with it. I'm surecypu can pay any builder any way you want as long as it's in Euros. I can't see that UK Construction Industry Scheme is even valid here in the EU.

Who would be unlikely to hold the work permits required in order to trade legally here. They would have to be registered within the Spanish tax system with all that entails and submit the relevant documentation with the application for a licence to do the work.

I did not say it would be 100%legal.

I have ltd company and I have done work in EU country for UK based customer. (invoice provided)

And normally, to issue a legal invoice here requires the issuers business registration number and the NIE of the Client.

Technically anything you do here in Spain needs an obra minor or obra major. Even a bathroom reform. If the police drive past and see work being done they will ask to see the licence. If you don't have one work will have to stop.
