The builders normally work at least 12 hour shifts but go on holiday for August.

Some Ajuntamientos do put their own restrictions during July and August. You would be best to go and ask at your local office.
Spain introduced legislation that no building works can be carried out when there is an extreme heat warning. Most places do not allow any building works in August although not a national law but would think it would come under the extreme heat warning bit.
In the couple of times I've wanted some building work done they wouldn't start until September. That goes for some inside work as well.
I did read on one site that building work in August was "against the law" but can't find anything definitive except for the extreme heat rulings.
As it is, building work cannot be carried out due to the National Noise Law from 2000 hours to 0900 hours nor from 1500 hours to 1700 hours and is prohibited on Sundays and public holidays.
Some councils, like Javea, have imposed restrictions during July and August and Moraira bans building works in some areas completely in August except for finishing and maintenance for damages between 0930 and 1430 hours.
Would seem it is down to the local council but August would appear to be a no no.
