Hi All,

I have a static caravan on a holiday park in Bigastro. Do I need a tourist licence number or a state tax I D to allow me to rent it out and if so can I register from England or do I have to be there in person ?

I think what you would need is a Tourist Letting Licence from the Generalitat Valenciana. If you are serious about wanting to let commercially it would be worth engaging the assistance of a good Gestor to make the application for you. It's done online. Copies of ID documents etc are required for the application so potentially it could be done from the UK, assuming your Gestor will accept copies sent from the UK without seeing the originals at their office. But unlikely as an in-person visit may be requested especially if they haven't acted for you before.

I don't know if static caravans get licences though.

Tax on letting income is declared via your annual tax return if Resident, I think if you're non resident tax is paid by quarterly(?) tax return. You need a NIE but you don't need to register your property as a business.
