Utilities for New Build required

I am seeking advice on how to go about connecting to water and electricity supplies, I am due to complete on my new build purchase the first week of May, but I need to sort out utilities before I move in, my developers have suggested they do this for me at a cost of 150.00 euros, plus fill the pool for 250.00 euros, or I can look into arranging this myself, the property is in San Pedro del Pinatar, I also need to know roughly how long it will take to connect up, as I need to hand my notice in to my current landlord, and do not want to make this move until I can be sure that I will have a fully functioning property to move into, so any advice, recommendations, would be greatly appreciated please, I have tried to find details on here, but cannot find any threads etc regarding this matter.

An independent Solicitor would usually charge 100e as part of a purchase to set up all the Utilities. This entails registering you as the resident for billing etc, assuming the utilities are already connected 

Also rule of thumb you should not complete on the property until it is habitable. Not connected to utilities is inhabitable.

The cost to fill the pool seems reasonable depending on the size.

Without a habitation certificate you will not get water or electric, the builder should give you the habitation certificate, that means that the building has been signed off as HABITABLE.

Thank you all!, I would just like to reassure everyone, that I am absolutely certain that the developer ( they are currently building quite a few properties in the area ) along with my Spanish solicitor, along with my Spanish bank ( who are lending me a very small mortgage on the property, and therefore have an interest in ensuring all is legal before they hand over any monies to the developers) that all on the legal side will be done correctly, ie, the habitation certificate, the land deed, the property deed, etc, I have now left it to the developers to have the utilities laid on, as they are motivated to get the completion done for their final balance to be paid, and they have recommended Aqualia and Iberdrola - the water and electricity company, along with my solicitor ensuring all is in order, so the question has now been resolved, again, thank you to each that have replied, appreciated!
