In 2016, when we were looking at properties in Catral (where there are a lot of illegal builds), we looked at one property where they'd just had the new style, eco septic tank installed at a cost of Eu 6,000 (although they were still unable to obtain a Habitation certificate). I've since seen costs of Eu 3,000 to Eu 4,000 quoted by other forum members; you probably need to check whether these costs include licences, architects fees, etc.
Whilst you may be able to find someone who would like to buy your property, do bear in mind that if they have a good lawyer (and many don't!), they will be advised not to buy without a Habitation certificate. We withdrew offers on properties in Pinoso and Catral because there was no Habitation certificate. If someone is happy to proceed, they'll probably want you to reduce the selling price to take account of the missing documentation anyway - I guess you have to ask yourself whether it's worth the risk of losing a sale because these things aren't in place?
