Dog barking all night annoying neighbours

I live near cabo San Vicente on lomas de cabo roig urbanisation. There is a lovely German Shepard dog that lives there but is being left in the front garden all night and day . Every time a dog walker or cat walks past it will bark for five to fifteen minutes each time morning and night. The owners I haven't seen for past three days , so they must have another house somewhere. I am wondering what to do or contact the dog protection people as this may be more a case of animal neglect. Does anyone else get affected by this noise, it's the corner house.

Failing being able to speak to the dogs owners you could contact the Town Hall at Playa Flamenca.

There must be as the dogs still alive and looking well. It sleeps under the front steps though, so semi out in the open.

My neighbours directly above my apartment have a dog that just doesn't stop barking. It is left alone during the day and it just barks until they return. My problem is they are also squatters, either because they broke into the property or just stopped paying rent to the owners (a building company now gone bust). They have a young family and so are protected in some way, but that doesn't help me!

Any help would be good.
