If the dish is on your land or property and not in someone else's 'airspace' IE crossing their border wall line, then you are within your rights to have the dish where you please.
If you are on a community and again, the dish is on your terrace or garden and is not blocking or overhanging any community access or property, then you are also within your right to do so.
This is all defined within an EU directive from a few years back. Basically you have the right to put a dish up on your property to receive TV of your choice in any European language.
