If that's what he really wants to do, then fine up to a point. However, he needs to be aware of the pitfalls. Even if he finds somewhere to do the theory in English, he might struggle as so much of it is different to what he'll be accustomed to in the UK. Also, he will only be allowed to drive, probably as a part of a group of three pupils and one instructor, in the presence of that instructor.
The UK have provisional licenses, but Spain do not. In the UK he could get some free experience driving with a qualified friend, but that's not possible here. That means effectively that it is more expensive here to get to the stage of taking the test, as all driving hours will be chargeable.
Also, you're not able to get a Spanish license if you're not resident, so he wouldn't be able to actually take the test.
