Retire to Tuscany
I have Spanish residency but now wish to consider a retirement move to Tuscany is it difficult on a financial basis but as a Spanish resident now easier ?

If you hold a UK passport then being a current Spanish resident makes no difference, you are not an EU citizen so it would be just the same as if you had never left the UK.

It's widely believed that residency in one EU country is somehow either transferable to another or at least eases the process but that is unfortunately not the case.
If you wanted to go ahead with such a move you would need to apply at your nearest French consulate in Spain.

I would suggest contacting the Italian consulate as that is where Tuscany is.

For residence questions: Italian consulate
For financial and economic aspects: your financial advisor or taxation lawyer in Spain
