For insurance here in Spain, building and contents are normally all on one policy (unless you don't want to insure one of the said parts).
Regarding the claim, I do agree somewhat with KIMMY11, your insurance will cover you for the damage done INSIDE your home, however, for the roof or "tejado" the water didn't damage the roof it was probably through no maintaining the roof correctly (so water proofing it, fixing the tiles if they are damaged, etc).
Please note that insurance is for ACCIDENTS and will not pay out for poor maintanance - (if it did cover it, everyone would just leave their home in the state that it is and claim from the insurance company).
However, this is speaking without knowlage of what the expert has said, what your insurance covers and if the roof is community or privately owened. (If its community, you can get them to fix it (on good terms or legally), bear in mind that the insurance company might not fix your home until the "origin" of the damages have been fixed - so the roof).
