I don'y know what you mean by local taxes. Apart from utility bills, the only local charge is IBI (council tax). If you didn't set up a direct debit as part of the purchase process, you'll receive an invoice, probably in August. You can then pay at one of the collaborating banks mentioned on the invoice. The invoice will also have a reference number which you can use to access the SUMA website and set up a direct debit.
Non-resident tax isn't local; it's payable to Agencia Tributaria (the Spanish Inland Revenue). Browse the Taxes in Costa Blanca forum for information. It's payable annually in arrears, can be done at any time during the year, is based on the cadastral value of your property, and you can do it online through an agent for £29.95:
