Hi, I wonder whether they will change the cut off date for people wanting to relocate by Dec 2020 to receive healthcare and pension increases etc. Not looking good, hoping for an extension????

The .Committee on the Future Relationship with the European Union. told me that this was probably a question for Department of Work and Pensions - I've emailed my question now to their overseas healthcare team (ie can they still honour S1/healthcare and pensions after 31 Dec due to the pandemic for those who can't get over to gain residencia) [email protected] ......but not had a reply yet.

The British Embassy in Madrid, however, have told me last week that the Gov has been clear and will not change it's transition date!!!  But wished me well :)

I'm not holding out much hope of any changes to process /policy at this stage.

Hi Julie,

A petition: "Extend the transition; delay negotiations until after the coronavirus outbreak" didn't receive the 100k votes required to force a debate in Parliament and the Government's response on 9 April 2020 was, "The transition period ends on 31 December 2020, as enshrined in UK law. The Prime Minister has made clear he has no intention of changing this. We remain fully committed to negotiations with the EU." (The full response is here: https://petition.parliament.uk/petitions/300412)

The Overseas Healthcare Services team transitioned earlier this year from the DWP to the NHS Business Services Authority.  Hopefully, your email will be redirected to the NHSBSA, but if you don't receive a response, you may want to try this email address instead: [email protected].

Thanks Kimmy, that's helpful, I'll forward it to them.  I did get a bouneback email to say it had changed but it looked like it redirected my mail, but I'm sure it was a different address again!

This refers to those of us who have Spanish Residency by end 2020.

I think the OP was concerned that she would be unable to apply for/be granted Residency by end 2020 due to the Covid 19 issues.

If this helps those of us keen to get Residencia before 31 Dec, I've just had these responses this week:

ASSSA private health care say "I have to inform you that ,unfortunately, private health insurances in Spain don´t cover pandemic illnesses. In this moment, clients are using the national health cover to get treatment."

(NHS BUSINESS SERVICES AUTHORITY) <[email protected]>  say 

"To be eligible for an S1 form which would enable you to receive healthcare paid for by the NHS, you must first fall into one of 3 categories.

  1. Be in receipt of an exportable benefit from the DWP, we would need to see evidence of this benefit directly from the exportability team at the DWP.
  2. Be in receipt of a UK state pension, unfortunately you did not mention when you would receive yours.
  3. Be working for a UK company abroad, but paying your NI contributions to the UK.

If you qualified for an S1 and moved before 31/12/2020 then the agreement would stay in place as  long as you reside within the member state.

If you do not qualify for an S1, we could issue what is called a legislation letter which shows the Spanish authorities that the UK is not the competent state for your healthcare, and they would enrol you in the Spanish healthcare system. What effects there would be after the transition period, we are at the moment unable to advise.

Either way, you would only be able to apply within 4 weeks of your moving date, please contact us closer to that time and we may have more information regarding the circumstances after transition."

FOR ME, as neither of us are of pensionable age, won't be claiming any benefits and won't get an S1, I fear this means we probabaly should leave travelling until there is a vaccine available, as we would have to pay for any healthcare related to Covid19 if we were unluckly to catch it....obviously this side of 31 Dec the EHIC should cover us but that's of no use if we aren't covered afterward!  This is all assuming any travelling/borders is achievable before a vaccine is readily available.

just got this update from (NHS BUSINESS SERVICES AUTHORITY) <[email protected]>

If you keep an eye on the following website, this will have all the up to date information regarding transition and after the transition period. If you require a legislation please apply within 4 weeks of your move date, this will need to be posted to your overseas address.

https://www.gov.uk/guidance/healthcare-in-spain-including-the-balearic-and-canary-islands

The legislation letter would inform the Spanish authorities that the UK would not be competent for your healthcare, therefore enrolling you both onto the Spanish healthcare system.  I can only assume that this would remain the case until such time as you would be eligible to receive your UK state pension, and as long as you do not receive a state pension from any other country we would then issue the S1.
