Hi we are looking at buying a villa in Catral which we will be moving in at some point in the next 12-18 months. My question is can I rent my villa out for July/August as holiday rental or do I need to
apply for a licence?

Unless you 'let' it for free, including utilities etc. then yes you need a tourist licence.

You can also rent out long term with a proper contract.

Ok I just wondered as there seems a lot on air bnb etc. I was just thinking more friends and family rather than with agency

Doesn't matter who you 'let' or advertise through, or who you 'let' to, if you charge even €1 you need a licence.
