Is there an organisation in this area (similar to Red Cross) that will send help or offer advice that does not need an ambulance?

If you need medical help than you would have to contact/go to a Salud (Medical Centre). If you are registered on the Spanish Health system and have a SIP card then your nearest local clinic can help.
If, you have private medical insurance you have to go the clinics/hospitals that are recommended by your insurance provider. You can also go to any farmacia to get help & advice
There isnt an organisation that comes to your house other than an ambulance , some ambulances have TNA displayed on the side , only providing transport to hospital but no medical help ==Transport No Assist.
The Cruz Roja perform a very different kind of service here in Spain, unlike the UK.
It really does depend what medical help you are looking for.
