There's nothing in Spanish law that prevents non-residents from buying a car in Spain, but it's whether you can find a dealer who will be prepared to offer you finance terms. As a minimum, the documents you'll need to provide are your passport, NIE, property deeds or rental contract (for a minimum term of 1 year), proof of income and municipal registration, otherwise known as the Certificado de Empadronamiento - but this last one is problematic because it's illegal for non-residents to register on the Padrón.
Friends of mine, who moved to to Spain 18 months ago on Non-Lucrative Visas, had all of the above documentation, but still struggled to obtain car finance. They tried several dealers - Toyota wouldn't entertain them, but eventually they were able to get a deal at a Renault main dealer.
I think DUI's suggestion is probably your best option.
