How can you pay the fee for an Nie number in the UK down loaded and filled in the form but it will not let you pay the fee online. Thanks

It's an NIE not NEI. Maybe you are looking at the wrong thing.

You have to make a formal application in person for an NIE at one of the Spanish consulates in the UK, its not just a case of paying for one online. You have to download all the paperwork, fill it out and take it with you.
