Hello Claire, I don´t know the village but looking on Google maps, it looks as if the urban area has already been extended to include developments to the North West and North East. If property is classified as rural, it needs to have a minimum 10,000 m2 to be legal. This indicates to me that the authorities are not averse to new developments.

I don´t know where, other than the local Ayuntamiento, which would have details of developments already approved or in the pipeline but most of the developments in the whole Vega Baja have been built on what was agricultural land once, not so long ago. Unless your property is bordering a National Park, I don´t think there will be any guarantee of your view remaining.
Just to note, if you are ever considering letting out any property you may end up buying, have a good look at the new rules on getting a tourist licence because it may rule out a lot of properties due to the size of the rooms.
