It is quite straightforward but does take a long time to process. Really only 3 stages - the first stage is to check that your property will comply with the requirements and visit your Town Hall to get your Certificate of Compliance - if you can't get one of those you cannot apply for the license. The second stage is the application itself and the third is registering with the local Guardia Civil to get your log-in codes and getting your official signs etc.
If you are in the UK it may be worth asking for a quote from your fiscal rep for doing the first two stages for you (third has to be in person), most seem to handle applications now as well as processing your quarterly tax returns. You will also need to get an up to date energy certificate done if the one relating to the house is over 10 years old.
Like a lot of things, there is a lot of things to do to get it set up properly, but once it is up and running and you have got used to handling it all, it is much easier and more straightforward than it felt like at the start.
