Just to confirm what Dinnerout has said, existing Tourist Licenses are transferable to the new owner. New Licenses need to comply with specific property requirements and can take quite a while to obtain (actual length of time varies greatly from one area to another). It would also be worth checking that La Sella community have not voted to restrict any new licenses being issued.
Don't assume that just because the estate agent tells you there will be no problem obtaining a License on any particular property that you will get one! Use an independent lawyer and ask him/her to make the relevant checks before you sign anything, and only pay the deposit to your own solicitor with strict instruction (in writing) that nothing is paid over or signed until those checks have been made. Also do not listen to those who say you can start renting out a property without the License - they won't be the one paying the huge fine if you are caught! And none of the reputable advertising sites will accept your listing without a License number.
