I've been reading about community rules and would like to check if it is right that I need a licence to repaint the interior walls of my apartment?

In theory you need a license to breath in Spain LOL but in reality just do it unless you can be seen from outside no one will bother you.

In a word..No

No community rules for decoration inside unless maybe you are renting privately and if so, consult you landlord and check there is no restrictions.

Check with your Community President as different communities will have different rules.
