If I have an address in Ireland can I swap my driving licence for a Irish one and then for a spainish one?

You can’t actually “exchange your U.K. licence at the moment, but when the time comes you have to show your TIE card, which has your NIE number on it. 

So the answer to your question really is that you need an NIE number for residency and you need to prove your residency to get a Spanish licence.

You need to be legally resident in Ireland in order to get an Irish licence, simply having an address there means nothing, anyone could do that if so minded.

The BOE,s are published on the Spanish government website.

However once the one for the Driving Licence is issued it will be all over this forum, facebook, local websites, local radio, local papers, local expat centres etc.

The N332 webpage or Facebook page  will be a good source of information. In fact at the moment they have advised people to stop making appointments for the medical test as they limited validity. Once the BOE is issued the instructions will advised on their page as well as in the local media.
