When you say "illegal" are you referring to the fact they are living in business premises or something else?

You define. My 80 years old, lives in a town. He spends for many years living in his shed(with bed& invites friends & collecting local honey. We buy. We enjoy. I don't ask his tax & his IVA on his local bread.Send me these papers, I'll explain him UK of Immigrants ideas in Spain. I'll pass on. Villas.

In this case he is trying to live the best way he can, and gives people a service, at his age he needs help, totally different from people who expect to live for free

I don't know the ins and outs of what it is you have witnessed, but it's vital that the law applies to everyone and everyone lives within the law.
