Hi Knowledgeable Friends. Been living here for some time, so wanted to check my water bill.  Although several payments have been DD'ed from my Bank, I have never received an actual bill (posted or emailed) showing the readings etc.  Was told that in order to get an actual bill, I would have to change the name on the account, and in order to change the name on the account, I would have to get a Certificate of Habitability... at a cost of over 450Euros.  My questions are (1)  Surely the C. of H. should have come with Conveyance Documentation during the sale to me of the villa....or else how could I inhabit (live) legally in this Villa, and (2) 450E seems a high amount.  Be very grateful for any help/advise.

You can register online with Hidraqua. I can’t remember the registration details so if you need an account number, that might be a problem as you haven’t received a bill. Often the registration process asks for your NIE with perhaps email etc. It might be worth a shot until you get sorted

Really can't believe that after all this time you are registered to use the Virtual Offices for Hidraqua and Iberdrola, easy to use English websites that allow you to monitor your accounts and go paperless for bills, even getting an email notification before the direct debit date.

Any ideas about CEPSA? I’ve obviously registered at some point. Having a problem at the moment, I went to use the website. It acknowledged me but asked for verification - invoice number and the amount for that bill. Still won’t let me in. It doesn’t recognise the invoice number 🤪🥂

WHY IS A HABITATION CERTIFICATE IMPORTANT TO THE BUYER?

If a buyer is interested in a property without a valid Habitation Certificate then they are interested in a property that is not fully legal in its current state. Without this vital document it is not possible to arrange a mortgage, as any bank will insist on receiving a copy of a valid Habitation Certificate before considering any applicate for a mortgage or bank loan. Utility companies such as water (Hidraqua) & electric (Iberdrola) will also require a valid Habitation Certificate before connecting/ changing of name/s on contacts, or setting up a new contracts for the new owners.

Re-applying for a new Habitation Certificate can take several weeks, for the current owner to obtain a new or valid Habitation Certificate even if everything is order with regard to the plans and condition of the property, but in most cases it is relatively quick and straight forward.

If any amendments (alteration or extensions) have been made to the property without permission, the current owner will need new plans (drawings) of the property by a qualified architect, at the cost of the owner to be resubmitted to the local town hall. If all is well, correct and you have paid your taxes on your (alteration or extensions) then a new Habitation Certificate will be issued.

Despite what is said elsewhere in the article it is not illegal to buy or sell a property without a Habitacion Certificate. We bought our villa without one and subsequently got it after having an EU approved septic tank installed but mine is a country villa so yours is probably on mains sewage already. The fact that you have lived there and paid IBI doesn't change a thing.
I've not heard about particular problems in La Marina so possibly at some time your property did have one but it didn't get renewed after 10 years which I believe is the limit of validity.
It doesn't look as if the electric was transferred into your name on completion. Maybe the abogado offered to do it at a ridiculous price and you declined, thinking that changing the payment account would do it?
I don't know how strict your water company is as I'm on agricultural water and the co-operatives involved in the water and the electric were happy to change the name on an existing contract without the HC.
As others have said you should contact the abogado to find out what did or didn't happen on completion and if you have to get a new HC shop around as gestors will probably do it cheaper than an abogado.
