Had the same problem for 10 years. Our lawyer had changed over bank details for payment but not transfered the contract into our name. Hidraque do insist on a Certificate of Habitation before they will change over ownership. Without this change, if you ever have an unintentional water leak as we did and a bill of 2000 euros you will not be eligible for any rebate. However the cost you quote for the certificate is excessive. I think we paid something like 150euros two years ago.
