Bit of a niche question- any EU citizens (NOT UK) out there with UK driving licences? Have there been any provisions made for you to swap them for Spanish ones without having to take a new test?

For a non British national holding a UK licence the key point would be how they acquired it.
If it were by taking their test in UK then they would be in exactly the same position as a British person because it's the licence which is non exchangeable regardless of the nationality of its holder.
If on the other hand they acquired it by exchanging with another licence it would be the source of that original which would determine if an exchange were possible, i.e. if that country had an exchange agreement with Spain.

Hmmm. Had a German motorcycle license, passed the driving test in Scotland in about 1996, exchanged UK license for a Dutch one when living there, then exchanged it for a UK one when back in the UK. Now resident here-!!!? Think we will contact the EU helpline to ask for advice.
Motorcycle and car licences are two entirely separate things, the salient fact in your post is that you passed your test in UK and still hold a UK licence.
If you think having held a Dutch licence at some time in the past might in some way help you to obtain a Spanish licence without taking a test then l'm afraid you're in for a disappointment.
Here is one to consider
I bought, yes bought, a driving license in Kuwait. I also bought a driving license in Sierra Leone. There is no test in either of these countries but you get the licence all the same. I have used both successfully to hire cars in France, Italy and Spain.
