In Gandia you need to physically visit the Policia Nacional station by the Law Courts to make an appointment.  They are not linked into the online appointment system!

All national police stations are in the scope of the online appointments system, but because that system is dysfunctional at the moment, I agree that you need to make a personal visit.

If Gandia police won't entertain you, try other police stations in Valencia province. For example, I know that Ontinyent are still processing residency applications.

Just to confirm that Gandia do process residency applications, this image is from the national police website.

What did they say when you went in person and asked them?

You have to get a cita previa online and appointments are only released on the 1st and 16th of the month

That's strange. It certainly used to happen, but they changed the system a while back so that appointments had to be made in the name of the applicants, in order to stop block bookings on spec, which led to a waste of police time because some of those block bookings weren't taken up.
