Do other people find the individuals at the town hall in Gata de Gorgos somewhat incompetent and useless?

That seems a bit harsh and uncalled for.

I have no idea about the place in question but it's an indisputable fact that we see far more critical comments about Spanish bureaucracy than we do complimentary and there will be few or us who haven't personally experienced it at some time or another.

If I recall correctly, Graspurrier, have you not posted a couple of times re a saga with Gata over solar panel installation, grants etc?

Could this be a communications issue, I presume you speak Spanish well enough not to need a translator?

Mutual misunderstandings can be a source of many difficulties, especially in rural/ semi rural areas, where the local language is in fact Valenciano although Castellano is of course, a second language to most.

Most of the people who complain about the civil servants can't be bothered to learn Spanish, and don't want to pay a translator. 

I wonder if any of them have seen the problems that people who don't speak english run into in the UK and other countries.

If you come to live in a country where you don't speak the language I suggest you accept that there are times when you will need to pay for a translator.

The people that work in the Health Centres, Town Halls, Trafico, Police Stations and hospitals are under no obligation to speak english even if they can understand a bit.

Because, as posited earlier, if one does not have the ability to communicate in a language, then misunderstandings may mutually arise. If there is no mutual comprehension, then assumptions as to actions, abilities, competence etc may not be valid. I would ask again, if you can speak Castellano sufficiently well to make yourself completely understood and equally, to understand the replies you have been given.

...fficiently well to make yourself completely understood and equally, to understand the replies you have been given.

My experience is based on the fact that I have communicated via a Spanish person who speaks very good English !!!
